VIII. Participation Rules
(I) Eligibility
1 . Open registration for male/female athletes aged 12-60 (born Apr 27,1966 - Apr 26,2014); non-suspended by official billiards organizations.
2. Minors must be accompanied by legal guardian/team leader/coach; all participants complete health check and purchase personal accident insurance at own expense.
3. Submit signed Participation Responsibility Commitment (downloadable Annex) upon check-in.

(III) Registration Method
1.Register via email: Players must register through the official designated email address: Peri9ball@hotmail.com; When registering, submit personal basic information (name, age, contact information), relevant proof of participation eligibility, and payment voucher (transfer screenshot) together; The email subject shall be uniformly marked as 'PERI·Laili Cup + Name + Men’s Division/Women’s Division', and the registration will be completed after approval.
(IV) Expenses
1 . Entry Fee (per person): Male - $100; Female -$60.
2. All participants bear own accommodation, meals and transportation expenses.

IX. Competition Format
(I) Basic Rules
Adopt the latest WPA General Pool 9-Ball Rules; no seeded players for this stop, all start from the first round.
(II) Technical Meeting &Draw
19:30, April 25, 2026 | Wantai Gymnasium, Jinjiang Town, Chengmai County, Hainan Province
(III) Competition Structure
Two stages: Qualifying Round (Group Double Elimination) + Main Draw (Single Elimination); alternating break format for all matches.
(IV) Men's Division
1 . Qualifying: 8 groups, top 2 winners/losers per group advance to Top 32 (Race to 11 racks).
2. Main Draw: Winner's bracket seeded 1-16 (snake seeding, draw for ties), loser's bracket fill remaining slots (Race to 13 racks; Final Race to 15 racks).
(V) Women's Division
1 . Qualifying: 4 groups, top 2 winners/losers per group advance to Top 16 (Race to 9 racks).
2. Main Draw: Winner's bracket seeded 1-8 (snake seeding, draw for ties), loser's bracket fill remaining slots (Race to 11 racks; Final Race to 13 racks).
(VI) Shot Clock &Timeouts
1 . Shot Clock: 35s per shot (10s reminder, 5s countdown); 35s extension once per rack for each player.
2. Timeouts: 1 x 5-minute timeout per player per match; only used between racks, non-callers remain seated.
(VII) Break Rules
1 . Racked with racking paper; players may inspect/request re-rack with referee confirmation.
2. Legal break: At least 3 object balls pocketed/cross head string (≥3 cross if 0 pocketed; ≥2 cross if 1 pocketed; ≥1 cross if 2 pocketed; no cross req if ≥3 pocketed).
3. Illegal break: Opponent may shoot (no push-out allowed) or let offending player continue (offending player may push-out); 9-ball pocketed on illegal break placed on spot, opponent chooses to shoot or not.
(VIII) Protest Procedure
1 . Protest against referee's decision filed before next shot; otherwise not accepted.
2. Appeal against final ruling to Chief Referee (decision is final).

Note: Undertaker withholds and pays individual income tax for prize-winning athletes per national tax regulations.
XI. Ranking Points System
1 . 2026 season onwards: CBSA Pool 9-Ball ranking points recalculated by latest CBSA rules, original points terminated.
2. Top 32 (Men)/Top 16 (Women) get ranking points (initial national ranking for subsequent events).
3. Registered athletes (excl HK/Macao/Taiwan) get points per CBSA Tournament Ranking Management Measures; HK/Macao/Taiwan athletes get bonus/points based on results.
XII. Referees
1 . Referees appointed by CBSA; scorekeepers appointed by Event Organizing Committee.
2. Undertaker bears referees' expenses: intercity/local transportation, accommodation, meals, service fees.
XIII. Participation Requirements
1 . Abide by event discipline/schedule; no smoking in venue; check in 10mins before each match (absence = forfeit; mutual lateness = mutual forfeit).
2. No off-court coaching (including between racks); referees may warn/expel coaches/parents.
No mobile phones in arena; penalties for violation: warning, forfeit rack/match, disqualification.
4. Mandatory dress code: Men - collared solid-color polo/shirt, dark formal trousers, dark leather shoes; Women - elegant formal upper wear, dark formal trousers, dark leather shoes.
5. No jewelry; max 4 chest patches (2 event sponsors, 2 personal sponsors; size ≤5cm×8cm/7cm diameter). Personal sponsors approved by Apr 19,2026.
6. Prohibited logos: Public interest violations (politics/discrimination/terrorism) or illegal content (gambling/pornography/violence/tobacco).
7. Mandatory technical meeting attendance (unexcused absence = disqualification);
no gambling/unsportsmanlike/illegal/immoral behavior (severe penalties for violations).
8. Violations penalized per CBSA Code of Discipline and Penalty Regulations; match manipulation leads to severe penalties/judicial referral; dissatisfied parties apply for sports arbitration per laws.
XIV. Right of Interpretation and Amendment
The right of interpretation and amendment of these regulations vests in the Chinese Billiards and Snooker Association (CBSA). Unmentioned matters shall be notified separately.
